The Constitution of the Crowned Soviet Federative Republic

Article One - Our Union
1a. The Crowned Soviet Federative Republic of Velikorossiya is hereby established as the indestructable federal union of free republics, consisting of 3 subnational Soviet republics; the Soviet Workers' Federation of Velikorossiya[1][2], the Working Proletariat of Moskovskoe[1], and the Free Land of Kslovnankia, as well as their constituent territories.
1b. The Crowned Soviet Federative Republic hereby declares itself the continuing legal personality of the United Superstate of Soviet Republics.
1c. This federation is to stand for socialism and communism everywhere, not just those put forth by a certain Soviet republic, elected or appointed official, political party, workers' union, or other governing body.
1d. The mission of the Crowned Soviet Federative Republic is to spread Communism throughout the Verse; free the People from the chains of fascism, poverty, and capitalism, end inequality everywhere, and spread the Dictatorship of the Proletariat to all peoples.
1e. Velikorossiya is obligated to defend the interests of its constituent Soviet republics.
1f. The capitol of the Crowned Soviet Federative Republic is currently Svobodgorod, former capitol of the Velikorossiyan Soviet republic.
Article Two - The Executive Body
2a. The Executive and the Executive Body are to be elected by the Supreme Soviet to operate on its behalf and enforce policy when the soviet is not in session.
2b. The Supreme Soviet is to elect the Executive via instant run-off voting.
2bi. To qualify as a candidate for Executive, one must hold office in the Inferior Soviet of the CSFR, a System Soviet, or a Planetary Soviet; members of the Superior Soviet are ineligible.
2c. Should the standing Executive Chairman die or otherwise become unable to maintain his or her position, the Chairman of the Inferior Soviet of the CSFR shall assume the position as interim Executive Chairman until the soonest election can be scheduled.
2d. The Executive is to be referred to as Chairman of the Supreme Workers' Council, or the Executive Chairman for short.
2e. There is no limit on the number of times one can run.
2f. The Executive Chairman is to hold the power to veto any and all legislation passed in the Supreme Soviet of the CSFR, which can be overridden via a vote of 2/3 majority.
2g. The Executive is to hold the authority to appoint People's Commissars to the Supreme Workers' Council (the executive body itself), which will then go on to be approved of by a plurality of the Superior Soviet at the beginning of each Executive term.
2h. The Executive is to hold the power to carry over any and all People's Commissars from his or her previous term or from the immediate predecessor's term without so much as an approval vote from the Superior Soviet.
2i. The Executive is to hold the power to place the tie-breaking vote in both the Superior and Inferior Soviets, if such an occasion ever were to show up.
2j. The Executive is to hold the power to vote upon matters regarding trade, economics, foreign relations, military affairs and the impeachment of public officials.
2k. The Executive Chairman is considered the Chairman of the Superior Soviet of the Crowned Soviet Federative Republic.
2l. The Chairman of the Inferior Soviet of the Crowned Soviet Federative Republic is hereby established as a de jure member of the Executive Branch and second-in-command of the entire CSFR.
Article Three - The Legislative Branch
3a. The Supreme Soviet of the Crowned Soviet Federative Republic is to be established as a bicameral entity.
3b. The Superior Soviet and the Inferior Soviet are hereby established as the upper and lower houses respectively.
3c. The proper term for a Legislator is Sovietnik, or Councilor.
3d. The Superior Soviet is to consist of fifteen Superior Sovietniks for each Soviet republic, and an additional five for each oblast of the Crowned Soviet Federative Republic.
3e. Superior Sovietniks are to be elected from the National Soviet of their respective Soviet republic or Oblast Soviet via instant run-off voting.
3di. Superior Sovietniks are temporary and instantly revocable delegates of their respective Oblast or Soviet republic.
3f. The Superior Soviet shall hold the power to dispose of any other officials with a 5/7 majority vote, including but not limited to: the Executive Chairman, Superior and Inferior Sovietniks, military officials, and People's Commissars.
3g. The Inferior Soviet is to consist of six hundred Inferior Sovietniks, with the seats evenly distributed between each Soviet republic of the Crowned Soviet Federative Republic.
3h. The Inferior Soviet of the Crowned Soviet Federative Republic is to be elected by eligible citizens of the required age of nineteen once every four years via instant run-off voting.
3i. The Inferior Soviet and the Superior Soviet are to propose laws and draft amendments to the CSFR Constitution, which must first pass their own Soviet, and then similarly be ratified by the following body of the Supreme Soviet.
3j. It is the duty of the Superior Soviet of the Crowned Soviet Federative Republic to select candidates for Executive Chairman.
3k. It is the duty of the Inferior Soviet of the Crowned Soviet Federative Republic to elect the Executive Chairman once every fourth year via instant run-off voting.
3l. The position of Chairman of the Inferior Soviet of the Crowned Soviet Federative Republic, which may also be referred to as the Legislative Chairman, is awarded to the Inferior Sovietnik leading the coalition of political parties currently leading the Inferior Soviet of the CSFR.
Article Four - Freedoms
4a. The Freedoms of Speech, Religion, and the Press are mandatory.
4b. The Freedom of the Press may be restricted during times of war, and in situations where it may harm national security.
4c. Marriage (heterosexual and homosexual), the Right not to act as a witness against yourself ("To Remain Silent"), Equality of the Sexes and Races, as well as Human, AI, and Animal Rights may not be restricted under any circumstances.
4d. Slavery is to be abolished in all Soviet republics and protectorates, and all slaves are to be granted immediate and retroactive citizenship.
4e. A citizen may not be subject to excessive bail or fine, or to be given a cruel or unusual punishment from a Judiciary authority.
4f. Citizens are granted a trial by their peers for most offenses.
4g. All Soviet citizens of the CSFR are to be granted a single vote in elections and plebiscites, regardless of their Species, Ethnicity, Sexual Orientation, Gender or Political Affiliations.
4h. Civilians are to be granted the freedom to own, operate, and carry any and all personal fire arms, provided they possess the necessary documentation and/or permits for ownership, and that said fire arms comply with Federal Regulations.
4i. The Right to Free and Unregulated Thought is expressly granted, as well as the Right to a Smoke Free Workplace, and the Right to Informed Self-Termination.
4j. The act of torture is illegal and all Soviet citizens are protected from it, the act of torture may only be used during times of war against enemies of the state when cleared by an emergency vote of the Superior Soviet with the Executive Chairman acting as a voting participant.
4ji. Torture is defined as "the act of intentionally inflicting severe pain or suffering, mental or physical, on another, possibly with the intentions of gaining information, retribution, or punishment."
4k. Discrimination on the basis of language is effectively banned.
Article Five - Trade and Taxation
5a. The CSFR has the right to tax every Soviet republic up to 35% of their income.
5b. The federal government reserves the right to bar trade within the federation from any foreign power, assuming the approval of the Supreme Soviet of the CSFR has been given.
5c. The Crowned Soviet Federative Republic is granted the right to tax any citizen, organization, or local government subject to the authority of any subordinate Soviet republic.
5d. A ten percent (10%) tariff is to be placed on all foreign goods unless specifically stated otherwise in a free trade agreement.
5e. The People's Commissariat of Finance has the power to levy taxes.
5f. The Supreme Soviet may similarly levy taxes by plurality.
5g. The People's Commissariat of Finance oversees and maintains Velikorp, Malayakorp, Belayakorp, the CSFR State Bank (Gosbank), domestic trade routes, as well as public and federal resources.
5h. A 1.5% Indulgence Tax is to be placed on all controlled substances such as alcohol and narcotics, as well as on tobacco products (where legal), marijuana products, and any winnings received from gambling, all of which may be legally purchased, consumed, and/or partaken of at the age of nineteen.
5i. The People's Commissariat of State Security does not have jurisdiction over the trading routes of foreign nations or domestic Soviet republics within the CSFR.
5j. The People's Commissariat of State Security has jurisdiction over constituent Soviet republics of the CSFR.
5j. Movement of foreign civilians within the CSFR will be tracked but not impeded upon, unless it breaks from public sector regions and into militarily-sensitive zones.
5k. The People's Commissariat of State Security may not initiate laws or regulations restricting astrogation systems of foreign craft.
5l. Entry and exit points to the Central Government Cluster will be made public knowledge and border stations will become active in those regions to facilitate trade and travel between the CSFR and foreign states.
5m. All incoming ships from foreign states and all internal ships from domestic Soviet republics are to be registered in a central database for security, tracking and taxation purposes, failure to comply with this measure will result in any punishment deemed appropriate by the NKGB, up to and including termination.
Article Six – Crowned Federation v. Soviet Republics
6a. Federal powers are to be given priority over republic powers.
6b. The militaries of each respective Soviet republic are now subject to the authority of the CSFR.
6c. The militaries of each respective Soviet republic are to be dissolved to form the Armed Forces of the Crown Federation, alternatively known as the Armed Forces of the CSFR, which will be divided into two main divisions: Terra Force and the Astral Naval Fleet of the CSFR.
6d. Each state shall have their own division of the Internal Troops of the People’s Commissariat of Internal Affairs, which will be comprised of 10% of their total military, which is subject to the control of their respective Soviet republic.
6e. The Internal Forces are charged with the defense of their respective republic, and may be summoned into action in a State of Emergency.
6f. In an effort to unify Velikorossiya, the ruble (RUB) is now the official currency of the Crowned Soviet Federative Republic.
6g. The value of the ruble is to be set to be equal to one half of an Alterro and controlled via a fiat system.
6h. The universal/minimum wage is to be set at the equivalent of RUB 32.85 per Standard Hour.
6i. All land trades must be approved by the Supreme Soviet by popular vote.
6j. The official year system of the CSFR is to be Proletariat Domini.
6k. The right of the Soviet republics to secede from the CSFR is maintained, given four years notice and a legal resolution of said Soviet republic's respective National Soviet.
Article Seven - Honors and Titles
7a. All citizens within and without the CSFR are eligible for honors and titles awarded by either the CSFR or the Diarchy.
7b. The award may be awarded posthumously.
7c. Candidates for such honors and titles may only be nominated by the Supreme Soviet.
7d. nominations via popular vote in order to be awarded any honor or title from the Supreme Soviet of the CSFR.
7e. The award must be presented in a special ceremony, which may be held en mass at a set date, or at a time designated for each individual, by either of the Diarchs or either the Executive or Legislative Chairman.
7f. The highest honor achievable is known as the Hero of the Superstate.
Article Eight - Definition and Classification of State
Autonomous Soviet Socialist Republic
8-1a. A smaller Soviet republic, generally affiliated with, or dependant on, another SSR.
8-1b. The form of sub-Statehood in the CSFR.
8-1d. All dependant Soviet republics of an SSR are ASSRs by default.
8-1e. An ASSR does not have the right to secede from Our Crowned Federation.
Soviet Socialist Republic
8-2a. A Soviet republic that has few or no ASSRs or oblasts (states).
8-2b. The central form of Statehood.
8-2c. ASSRs may be dependant on SSRs.
Soviet Federative Socialist Republic
8-3a. A well established, often vast Soviet republic consisting of many SSRs and ASSRs.
8-3b. The highest form of Statehood within the CSFR.
8-3c. Both ASSRs and SSRs may be dependant on an SFSR.
Article Nine - The House of Desmond Act (Revised)
9a. The Diarchy is hereby established as a separate but equal entity to the Crowned Soviet Federative Republic.
9b. Henceforth, the Diarchy of Velikorossiya shall be split, with both lines separate but equal in power and prestige.
9c. The Diarchs shall be of the Houses of Romanov and Desmond.
9d. As per the agreement between the Heads of the Houses of Romanov and Desmond, all current and future Romanovs renounce claims to the Desmond line, and all current and future Desmonds renounce claims to the Romanov line.
9e. The Diarch of each House may use any title traditionally associated with their respective House.
9f. Official titles of the Diarch of the House of Romanov include but are not limited to:
"Emperor and Autocrat of All the Russias,
Of the Systems of Novgorod, Moscow, Kiev, Vladimir, and others, of Svobodgorod, and Ravenstvogorod,
Czar of Velikorossiya, Czar of Malayarossiya, Czar of Belorussiya, Czar of Kazan, Czar of Astrakhan,
Lord of Pskov, and Grand Duke of Narodnyigorod, Volhynia, Podolia, and Finland,
Prince of Estonia, Livonia, Courland and Semigalia, Samogitia, Belostok, Karelia,
Tver, Yugra, Perm, Vyatka, Bulgaria and other territories;
Lord and Grand Duke of Nizhni Novgorod, Sovereign of Chernigov, Ryazan, Polotsk,
Rostov, Yaroslavl, Beloozero, Udoria, Obdoria, Kondia, Vitebsk, Mstislavl, and all northern territories;
Sovereign of Iveria, Kartalinia, and the Kabardinian lands and Armenian territories
Duke of Schleswig-Holstein, Stormarn, Dithmarschen, Oldenburg, and so forth, and so forth, and so forth."
9g. Official titles of the Diarch of the House of Desmond include but are not limited to:
"Empress and Autocrat of All the Russias,
Of the Systems of Novgorod, Moscow, Kiev, Vladimir, and others, of Vislograv, Islamadad, Ovessu, Plataru,
Areskor of Givious, Kar'Givio, Ivania, Chuvak, and the Givosion Ascendancy,
Czaritsa of Velikorossiya, Czaritsa of Osiridas, Czaritsa of Plataru, Czaritsa of Estiliev,
Grand Duchess of New Mosscow, of Teskilivi, of Sung, of Vanderberg, of Jesgiv, and so forth, and so forth, and so forth."
9h. The official styling of the Diarchs is His/Her Imperial Majesty.
9i. The official styling of those of the princes, princesses, and Grand Dukes is His/Her Imperial Highness.
9j. Both Diarchs are nominated from within their respective Houses and elected to their respective thrones vivente rege by the Supreme Soviet of the CSFRV.
9k. Both males and females are eligible for succession to the throne without preference to either.
9l. The Diarchs reserve the right to make peace and declare war, to both grant and deny royal assent, as well as dissolve and reorganize the Supreme Soviet, and other government bodies as they see fit.
9m. The Diarchs maintain the right of pardon, the right to issue edicts, as well as the right to grant nobility, knighthood, and various other titles and honors, barring military honors.
9n. Each Diarch has the authority to veto any action made by their counterpart.
9o. Marriage to persons of lower status, such as a non-royal or minor royal, is permitted, and no longer removes you or your descendants from the line of succession.
Article Ten - National Governance
10a. Soviets are defined as Workers' and Soldiers' Councils that elect temporary and instantly revocable delegates to higher Workers' and Soldiers' Councils via instant run-off voting, starting at the at workplace or rank level on up to the City/Selsoviet level and ending at the Supreme Soviet level, manifesting a literal Dictatorship of the Proletariat.
10b. Below the National Soviet of each Soviet republic are lower legislative bodies made up of Soviet citizens.
10bA. The highest ranking, second in precedent only to the National Soviet itself, are System Soviets; the supreme governing body of their respective system.
10bAi. A System Soviet may be represented by no more than twenty Councilmen per Planetary Soviet within it's own planetary system.
10c. Below the System Soviets are Planetary Soviets, which act as the supreme governing body of their respective planet.
10d. Below the Planetary Soviet is the ASSR Soviet, representative of each ASSR within a Soviet republic, however, as ASSRs are self-governing in all areas except for foreign policy.
10e. Parallel the ASSR Soviet is the Oblast (Regional or State) Soviet, representing peoples by region or state.
10ei. In cases where only one Oblast is in existence on a given planet, there shall be no Planetary Soviet.
10f. Further below the Oblast Soviets are the District or Raion Soviets, also known as County Soviets.
10g. The bottom of the defined legislative bodies are the City Soviets, alternatively known as City Councils.
10h. Representing rural areas are the Selsoviets, they are not ranked below City Soviets, but parallel to them.
10i. All members of Selsoviets and the City Soviets are elected by local workers.
10j. To qualify for election, all candidates must be Soviet citizens over the age of nineteen.
10k. If more than one name is mentioned, that is because either is acceptable.
10l. Larger soviets may elect an executive body to operate on it's behalf when the soviet is not in session.10m. Excluding City Soviets, all members of the other listed soviets must be sitting members of the lower soviet in question, they will then be nominated and elected by simple majority to the legislative body above their own is this order: From Selsoviet and City Soviet to District or Raion Soviet, District or Raion Soviet to Oblast Soviet, Oblast Soviet to ASSR Soviet, Oblast (given they are not part of an ASSR) and ASSR Soviets to the Planetary Soviet, from Planetary Soviet to System Soviet, from System Soviet to the Supreme Soviet of their respective Soviet republic.
